Provision a drifter

Register a new unit in the fleet, assign its initial sponsor / area / cadence profile, and generate the config.h header + bench commands you drop into the Myriota SDK build tree to flash the unit at the workshop.

R units come back for refurb after recovery; E units are one-shot.

Myriota module serial *

This is the identifier the webhook will send in every fix, so ingestion can resolve it back to this drifter.
